Windows Azure typically performs two primary services compute and storage, that are built on top of the Azure Fabric.

The difference is that only Web role instances can accept incoming HTTP requests via an Internet Information Services (IIS) web server. Each VM running a Web role instance contains its IIS server. 

A Worker role instance gets input via a queue from Windows Azure storage. The Worker role instances are typically created for running batch jobs and can exist indefinitely. Whether an application runs a Web role instance or a Worker role instance, every VM must include a Windows Azure Agent to interact with the Azure Fabric.
